Is he better or worse than: Zod, Enchantress, Lex Luthor and Doomsday?
And just for the fun of it, how does he compare to the MCU villains?

Zod is still their best! I actually liked Michael Shannon's performance. I think there's alot more stuff you can take out and like from Man of Steel than hate and Shannon's performance is definitely one of them. Even Faora was more memorable than Ares. I don't think Ares was bad, but he was certainly underwhelming as a villain. I do think he's better than Malekith, Yellowjacket, Whiplash, Dormammu, Zemo and Justin Hammer

Ares was okay. Enchantress is complete garbage. Lex Luthor was good in some scenes and absolutely cringe-worthy in others. Zod is the best. He was actually pretty cool and his motives were clear and mostly made sense.
Ares is probably second. That's not saying all that much, though.

Considering that DC has by far the most iconic cadre of rogues and super villains, ranging from Joker, Lex Luthor to Batwoman and Harley, DCEU has put out remarkably weak antagonists so far. That being said:
1. Zod, ok, I did not dig the performance that much, but the writing and character motivation was decent.
2. Lex: same as above, some good, quotable dialog and scenes and a new interpretation of the Lex character (after countless same-y ones), but the performance was only so-so, and the writing seemed not always logical.
3. Ares: yes I get the concept, but again performance (and casting) not so great IMO, and not enough development.
4. Enchantress: WTF was that...? The performance seemed subpar! To be fair: the concept of the witch was something diffeent to the standard villains, and we had our first Female main antagonist here (we also had a black guy leading the ensemble cast).
Joker & Harley: I reserve judgement on them until I have seen them in full swing.

Zod, Waller: worse
Enchantress, Luthor, Doomsday, Joker: better
MCU: worse, perhaps equal to some of the lower hanging fruit

Ares: Generic, odd Emperor Palpatine vibe to his villain speech/fighting style
