Not sure of the date, but it's definitely 80s+. What gives it away that it's not late-60s is the style of the guitar riffing. In particular, the chugging you hear during and just after the vocals. That didn't come in until Sabbath and didn't become popular until quite a bit after. It's also not 70s because by then those types of sweet, harmonized, 60s vocals were out-of-fashion too. The guitar solo also sounds post-Van Halen, so it's got to be later.
Not bad for a pastiche, but such things tends to be more campy than compelling.

PlayNot sure if I can think of any power pop bands from the late-70s that were employing those kinds of vocal harmonies and melodies that were such a big part of the 60s. Any examples?

Come to think of it, I guess Cheap Trick did have a bit of a 60s vocal vibe going on, but I don't think it was as extreme as the OP's example.
