So if you need help but the Avengers don't think your problem is important enough, then they won't help you?
So if a little girl needs to be rescued from a fire, then you should call Superman but don't call the Avengers because that's below their pay grade?
And if your neighborhood is flooded and you're on the roof of your house needing to be rescued, then you should call Superman but don't call the Avengers because that's below their pay grade?
And if your town is being occupied by enemy soldiers and you want your town liberated but your town is really small, then you should call Wonder Woman but don't call the Avengers because that's below their pay grade?
And if you work in a grocery store and you're being robbed at gunpoint, then you should call the Flash but don't call the Avengers because that's below their pay grade?
And what exactly is the Avengers' pay grade? How much do the Avengers get paid to help people? They probably get paid a lot since most of them (e.g. Bruce Banner, Clint Barton, Wanda Maximoff, Natasha Romanoff, Sam Wilson, Steve Rogers) aren't independently wealthy like Bruce Wayne is and don't have regular jobs like Clark Kent, Diana Prince, and Barry Allen do so getting paid to be an Avenger is their only source of income. (Well, maybe Steve Rogers got paid to make all those PSAs too, but probably not enough to live off of.)

Looking at Roger's suit in those PSAs he made them before Winter Soldier. Also, if you bothered watching the movie, you can see what Stark did about the flying monster that was below his pay grade. The Vulture was a street level criminal. The Avengers is there for bigger, world ending events. As for natural disasters. Unless it happened during a fight they were having with a villain or the villain caused it to get them there (which makes it not a natural disaster) they most likely won't do rescue operations. The Avengers really aren't there to deal with natural disasters. Something that the military and Coast Guard is there for. Wonder Woman was there. She wouldn't go around the world liberating small towns. Yes because a guy robbing your store would allow you to stop giving him/her the money so you can call the Flash. Barry Allen was in the store at the time. Also, Batman won't go after a guy dressed like a clown when the mob is more important until that clown got more dangerous when he was constantly reminded by the cops.

But he wasn't being paid. When he became a full time member he moved into the tower. They aren't being paid to be Avengers. They are being paid because they are Avengers not to be Avengers. It's a full time job to them. They are on call around the clock like any public servant (fireman, paramedic, police). They addressed Cap's PSA videos in the movie. The coach asks why are they still showing these when he should be a war criminal. What would Cyborg do if he wasn't a superhero? Does he have a job besides being in the Justice League? Also, the DCU is more of a fantasy world than the MU (which is more sci-fantasy). That's why most of their characters are rich. Even Superman. Yes Superman is actually rich and doesn't have to work or pay rent. He does it to feel human. He can live in the Fortress of Solitude if he wants. And there is plenty of food there. He also has technology that he can sell that would trump both Wayne and Luthor Corp.

By getting a job after they graduate.
That's how student loans work. You don't begin paying back the loan until 6 months after you graduate. That gives you 6 months to find a job after you graduate and then you can start paying back the loan.
