Hard to say. They've proven in HC that they can make good with the B-listers so I'd be inclined to go for that. I'd prefer characters we've not seen on the screen before.
BUT a Norman Osborne would be good for later down the track. He could lead The Dark Avengers if Skrulls are introduced after Infinity War blows over.

I wouldn't think they'd dive right into Sinister Six immediately. But villains I'd like to see as the big bad next time include Hobgoblin, Alistair Smythe, Jackal, and yea, Chameleon and Kraven would be cool later down the line. Even previous foes like Green Goblin, Doc Ock, and Rhino would be neat. Never liked Electro and Jamie Foxx did the character no favors. Scorpion and Hydro-Man would be neat henchmen. One thing I'd love to see in a Spider-Man movie are mobster villains like Silvermane or Hammerhead.

i would suggest Tombstone but apparently he'll be in Silver & Black.
i'd like to see a movie with Black Fox + Black Cat. a lot could be done thematically with their similar relationships to Spidey and there could be some fun setpieces.

I would like to see a villain build up thru out the next few Spider-Man films, similar to Harry Osborne in the Raimi's series. I wouldn't mind them introducing Norman Osborne in the next film and maybe shades/hints of him being the Goblin, but don't actually do it till like the next two or so. He's also a business man too so I can see him working/competing with Tony Stark. I'd actually like too see Doctor Octopus again tho. I been thinking about how they could introduce him. What I like about Falcon is that they kinda ditched the current backstory he had and made the wingsuit he had part of the military to keep it grounded. I was thinking they could do the same thing for Doc OC's tentacles tech. I'd keep him as a scientist, but make him like a military scientist, and I think what would be cool is have the tentacles be part of a EOD tech to help defuse bombs and maybe a bomb exploded and liked the comic counterpart, the explosion fused the tentacles to Doc's spine. That's just how I'd introduce Doctor Octopus
