The answer is, "YESSSS!"
I remember this old song by The Business called "Drinking And Driving." It is such a good time song...and it advocates drunk driving! Just check out the super-catchy chorus:
"Knock it back, have another one, Drinking and driving is so much fun"
Plus the song's vocals conjure a picture of singing-with-arms-around-your-mates'-shoulders. The song goes full tilt on making drunk driving a fun thing to do. That's dangerous.
Just look at these lyrics:

The Business always struck me as being one of the more sober-minded, 'socially conscious' Oi! bands. It's hard to believe they'd be advocating drinking and driving. Black Flag had a song of the same title that came out the same year (I think) as that Business song but BF's "Drinking and Driving" is much more direct with its anti-drinking-and-driving message.

Meh, maybe.... I'm still leaning towards sarcasm. I remember seeing them perform that song at The Rat in Boston back in '94; it was the first show of their first ever American tour, but I don't remember anyone getting onstage to sing-along to the songs. Energetic show though ...I esp. liked "Smash The Discos" and "Holiday in Seattle". The bald guitar player was wearing the same blue shirt he's wearing in that video you posted!!! (I remember weird sh!t like that.) Jack Kelly aka Choke, the straight edge dude from Slapshot, was in attendance. He seemed to be enjoying the show. Don't know how he interpreted those lyrics. RIP Business frontman Micky Fitz. I heard he died of cancer last year.
