If a personal God wants us to know it exists to the point of worshipping it and abiding by its absolute rules and laws, then there is zero reason (at least plausibly) that it should hide its existence. Doing so would be completely counter-productive.
You cannot blame anyone for not believing in a God if such deities do not reveal themselves in a way that unequivocally proves their existence. Nor can you blame them for believing in the wrong God, nor can you blame them for not following your rules 100% the way you intended because people of the same religion (especially Christianity) usually can't even agree and interpret their holy books the same.
From a theistic point of view, you have a whole lot of confusion and explaining to do to get around this fact if you wish to convince someone of your beliefs. From an atheistic point of view, it makes perfect sense - These deities that supposedly take personal interest in our lives and how we behave do not show themselves simply because they don't exist.
From a philosophical point of view, the hiddenness of God(s) points far more towards their probable non-existence than it does their existence

You haven't considered the possibility that God works for an organization like the CIA or Candid Camera.
