Yeah. For one thing, pretty much every Enterprise we've ever seen has been in combat on a regular basis - including the E-D, which was in combat several times by this point in the series.
For another, even taking combat as a minor element of a Captain, it's the element where if you screw it up, everybody dies.
And for another, no matter how minor an element it might be, it IS an element and as such it's something you need to be good at. How would Picard feel if he tasked a member of a crew with doing something and got the response "Well that's a minor part of my job, so actually I don't think I'm going to bother."
A more recent one : ""I will target your life support systems located behind the aft nacelle." Khan, Star Trek into darkness. Um, Benedict? The nacelles are beside one another. There isn't any such thing as an "aft" nacelle on the Enterprise.
