This would all depend on the size of the cast.
"How The West Was Won" would probably take the record, but a film with a relatively small cast, "Bad Day at Black Rock" has a good average of Oscar winners and nominations among the cast.
I would try to add them all up, but being half-blind with nothing to write on, if someone else wants to take on the task is fine with me.
