I'd choose the 1990s.
The personal computer revolution was just starting up but most people didn't have cell phones yet.
It would seem like a modern time but slightly more simple.

Late 60s
I was there as a 4-7 year old kid, but I'd like to be able to take it all in and enjoy it as an adult.

The 90s when it was probably the cheapest time to go. I didn't go on much vacations as a kid back in the 90s, so my summers seemed pretty boring for the most part. Well, maybe in 1998-1999, I had the most boring summers.
