Could it still happen in Avengers 3-4? 💀 I don't see any place for him honestly. What would he do? Be a pawn of Thanos? I think the only truly appropriate place would be as the main villain of a Bucky/Falcon new Captain America series if they ever do that. |

I doubt it as well. I think it'd have been kind of neat to see him pop up as the mastermind behind the events from The Winter Soldier but then it'd might distract from Cap's rehabilitation of Bucky.
