He made the decision to invite Jacob and his brothers into Egypt. The whole tribe migrated to Egypt. The tribe lived happily under Joseph's presence. Things began to change for the bad after Joseph's death and people of Egypt started resenting the Israelites. They did not want them in their country. What them more angry was the fact that these foreign Israelites were in higher position due to Joseph appointing them in such positions. The Egyptians were not xenophobic. They just wanted Israelites out of their region. But the subsequent Pharaohs had a better plan. Instead of a violent massacre of the Israelites, they were used instead as slaves, driven out of their position as the elites of society. Who was responsible for this? Joseph. He loved his family so much that he wanted to live them in Egypt, a highly developed region at that time period. He could have removed himself from high position in the Egyptian hierarchy, and should have moved back to Hebron. Pretty but stupid Joseph
