Jaime is the driving force in the twincest. We do not know who initiated it but he clearly is the one who wanted it to continue and Cersei the one who yielded to it out of weakness, just like she had an affair with Lancel later on.
The books say the Mad King named Jaime to the Kingsguard to deprive Tywin of his chosen heir. In the show, Tywin threatened Lady Olenna to do this with Loras in Season 3. We saw Tywin try to force Jaime to resign in Season 4. Why didn't that happen when Robert became king?
We are left to guess that Jaime wanted to stay so he could be around Cersei even though the show tells us she wanted nothing else but a working relationship with Robert at the time. We must assume Jaime was the driving force in their relationship, which is in line with Cersei warning Sansa about love: "The more people you love, the weaker you are. You'll do things for them that you know you shouldn't do. You'll act the fool to make them happy, to keep them safe." She was speaking about Jaime.
