Was the crowd unusually quiet for a Raw this week? They seemed dead for the majority of the show.

Haven't watched a full episode of Raw in years, but that's definitely a canary in the coal mine for Vince and crew if the crowds are dead heading into their biggest show of the year.
From what I have seen of this year's Mania build it's pretty "meh." Not even sure what would main event at this point.

I think you're absolutely right, the crowd for 'Raw' in Green Bay, Wisconsin did seem a little subdued, despite the best efforts of Atlanta Falcon Bill Goldberg to whip them into a frenzy.
The 'Smackdown' crowd in St Paul, Minnesota were a little louder. 'Smackdown' has been putting on the better shows in recent months, so I guess it's no surprise their crowds are often more responsive.
