I see zero quotes in that article saying this is a reboot. "this is my Thor 1".
From the Director's own mouth, he considers this to be the 1st movie in the Thor franchise, meaning that the old Thor franchise is gone and this new Thor franchise starts the re-boot of MCU.

He means you do not need to see the prior installments to understand the movie, it is an aesthetically different entry in the series that plays differently in its narrative structure than the other two did. And it sets up future entries of the MCU for later down the road with or without the titular character or somebody close to the titular character. Ragnarok is no doubt in line with the rest of the MCU, its addressed that Thor and Hulk have worked together before and Loki masquerading as Odin is a plot point.

Then again, you think Supergirl is a better television series than Jessica Jones, which is like saying Bones is a better television series than Hannibal so there's that.
