Why are so many of the movies in all three so bad? Is it because low budget equals low talent, particularly in screenwriting? Is it because after 2 or 3 movies, you've seen it all, hence the ludicrous scraping of the barrel that is Jason In Spaaaaaace?

Well, the original Friday the 13th was fun but hardly a masterpiece. Most of the sequels were simply cash-ins with more or less the same plot each time. I liked some of them, but they certainly do get repetitive.
Halloween was never intended as a franchise, but Michael Myers became a cult horror icon and the rest is history. Thus they spent years squeezing out contrived sequel after sequel. Shoulda gone with Carpenter's original anthology idea.
I don't think the creators were really looking to make objectively 'good' movies when they made these films, but rather films that were safe bets and would deliver what they believed their fanbase was looking for (read: more of the same).

Nightmare 9 amd Halloween 6 are really the only ones I hate. True few of them are considered but they are fun flicks.

I think you pretty much answered your own question when you said "Is it because after 2 or 3 movies, you've seen it all". By that point those franchises became tiresome and it was usually the same old, same old as more sequels were made. But hey, the public just kept on flocking to the theaters as each sequel came out, so what do I know.
