Richard Donner and Paul Verhoeven (though his film wasn't a comic book it was made like one). Honorable mention for Gary Goddard since he was the one doing the movie in which Frank Langella gave the best comic book villain performance of all time.
I liked Raimi's approach in Dark Man, I would be tempted to say he had the most comic book feel of a movie, but since he insisted in making Dark Man the object of ridicule he loses a few points.
Burton is ok but I see too much of his dark demented style and that to me is not comic book sensibility but his own.
The rest are working in the Wall Street era so they are about as good as one can expect from a stenographer for corporations.

Well Nolan directed what is probably the best comic book movie ever made, so I guess he wins.

No, I really enjoyed Superman Returns. It had its problems but I enjoyed it much than most of the other Superman films.

Many have done one great comic book film. I thought Whedon did a great job on Avengers A few have done a couple - Burton, Russo Brothers, Snyder (for 300 and Watchmen), James Gunn (if Super counts, a superhero film not based on a comic book) But I can think of only one that has done three - Matthew Vaughn for Kick-Ass, Kingsman and X-Men:First Class He might strike gold again this year with Kingsman 2

Even though Christopher Nolan has directed three comic book movies and my pick for very the best one (Dark Knight) I somehow still DONT consider him a comic book movie director. His other movies pull him up out of that range.
And even though Joss Whedon has only directed two comic book movies (including my pick for third best- Avengers) I still consider him more of a comic book movie director.
So my pick is Joss Whedon.
p.s. In case you're curious, my choice for 2nd best comic book movie is Iron Man by Jon Favreau.

Based on the grades I gave the superhero movies they've directed it's an easy win for Nolan. I do think The Russo Brothers also deserve to be one of the picks, they really showed their capabilities with Winter Soldier & Civil War.
