Days has to take place in a parallel universe. I looked up "legal reciprocity," because I was skeptical that it was a thing in the first place, when Justin said he could practice law in Memphis. It is technically a thing in certain states, but Tennessee is not one of them (nor is Illinois, for that matter).

Days has a terrible habit of bending simple laws and truths to suit story assuming no one will notice/care. All of this to save money hiring a random to play a lawyer - this way they just use existing cast. This is why so many characters leave Salem and return as a lawyer, everyone always needs a lawyer - EJ, Justin, Belle...

I half expected the Elvis impersonator would have turned out to be Sami's public defender in the police "assault" matter; maybe getting the charges dropped, before serving her with the restraining order. That would have been better than contriving Justin as her attorney, and so much better than the Elvis-POV crap.
I still don't get the whole Scooby gang entering that guy's house. If it were just Sami, sure, but I would think most of the rest of them would want to paint by the numbers - or at least not walk blindly into a potentially dangerous strangers house.
