I thought ‘worst-looking hair in TV/movies’ might've sounded a tad harsh. It’s hard to pinpoint exactly which season Sam Winchester’s/Jared Padalecki’s hair started getting out of control in Supernatural, all I know is that at one stage his hair looked like it had sprouted wings and was going to fly right off his head. There are even pages and charts devoted to documenting the evolution of Sam's hair. www.supernaturalwiki.com/index.php?title=Sam%27s_HairIn Season 1 of Hex, Joseph Morgan’s hair made it look like he had a sheep sitting atop his head. Sam Witwer’s hair in the Angel Season 4 episode ‘Shiny Happy People’ – There are no words to describe it. And this is just my own personal taste/opinion, but I really wasn’t a fan of the hair ScarJo was sporting as Natasha Romanoff/Black Widow in Captain America: The Winter Soldier. I much preferred/thought she should've kept her hair from The Avengers (which was far more flattering/suited her, I thought).

Javier Bardem in No Country For Old Men. No. Just no. lol! No Country... was the first time I ever saw Bardem, so that was the image I had in my mind. Later I saw him in other films and he's not a bad looking guy. That just shows what a great job was done to make him look creepy. And the haircut was a big part of that.

the super short all one length buttcut on boys in the 90's. srsly, let's look like assholes. literally.
the way some character's hair style/cleanliness had nothing to do with the role they were playing. if you are not a vagabond or 'Allison at the beginning of the Breakfast Club' there is no reason for your hair NOT to be washed.

MGM though, let's put a curly wig on Sinatra's head, he'd look more Mexican then, The Kissing Bandit 1948, a huge expensive flop back then, and later in life Sinatra used to joke about this horrible wig, and calling the movie the movie that nearly killed my career.
