I never really thought about it until BVS came out, but if he has this technology why wouldn't he use it all the time? He's constantly going up against superhuman threats.

Slows him down considerably I imagine. At its best it was only capable of withstanding a pounding from someone who was severely holding back.
It allowed him to put up a fight against Superman only after being weakened massively so and for a brief period.
