That quite an unspecific subjective term?
Which could mean anything from, "Best Looking" to "Best Capabilities"...
One of the things that has bothered me about most of the Batmobiles, relates to this line from Tim Burton's Joker...
"Where's does he get those wonderful toys?"
When you look at most of the Batmobiles, they look like they come off an assembly line... Molded Body Shells... Really? Come On! Batman is supposed to be trying to keep his identity a secret. He didn't contact "General Motors" to build him his car!
I suppose... one could argue... that Batman could really have built his car himself. But, he doesn't really seem like a "Tony Stark/Iron Man" technical kind of guy, who could build everything on his own... (At Least In My Opinion). Even still, we are talking about a car, not a grappling gun here... It's an extremely complex piece of equipment...
Same thing applies to the Batplane & Batcopter too...
Batman has to be purchasing/getting a basic "stock" vehicle from someplace. So, they have to have some basis in reality. Then he can modify them with his gadgets.
So, the origin's of Christian Bale's "Tumbler", being a military prototype, at least provides a sense of reality for a Superhero tying to keep his identity a secret...
And in my opinion, I think that bumps it to the top of the list.

Val Kilmer while being the worst Batman to me had the best looking Batmobile. I remember having the toy and loving it as a kid.

I think they're all great, but the one from Batman Forever (1995) will always be my favorite. And, yes, even though Clooney's version of Batman & Robin (1997) left a bad taste in people's mouths, it was a pretty sleek. It seems as though it's the only best part about the movie. You can tell a lot of thought went into the design: I do agree about Adam West's Batmobile, but it was just a somewhat modified version of the Lincoln Futura:
