Batman goes to investigate Lex Luthor's escape, only to be trapped inside when a riot breaks out and he has to go through his rogues gallery.

That story could be great, but it would be tough to pull off. Plus that would make the movie an all-out action mystery, which isn't exactly what I would picture Matt Reeves going for.
I really just want to know what Reeves actually has in mind. Just a confirmation on who the villain is would be nice. Hell, a confirmation on who will play Batman would be nice.

If they go that route, I rather see Joker be the villain setting up Batman in Arkham and inmates trying to kill him, Deathstroke included. Some of Batman’s rogues are free at the end to set up a sequel for other villains. If there’s no Arkham route, just Red Hood and Joker as villains.

So long as it was just 1 top tier villain such as Two Face, Penguin, Riddler, Joker, Bane etc then 2 at most 2nd tier muscle like a Grundy, Firefly, Zsasz then you filled the rest out with low level villains maybe sprinkle in a easter egg here and there, like most of Arkham is released except a handful that cant be controlled like a Freeze or Ivy who remain locked up which you use to seed potential sequels with them.
But you don't want to oversaturate the film with villains, just look at BVS and how they overdid shit to the point none of those memorable moments were actually memorable, I mean outside of X-Men when has multi villain stories truly worked? even in Nolan films one of the 2 villains are forgettable in every film, so why then try and shoe horn in dozens of them?

And while it may be Netflix, the Punisher's prison fight in Daredevil and the Punisher vs Russo fight at the carousel are up there as well. They're both just downright dirty and brutal.

I thought that was pretty nice as well but I would have preferred less handheld for that sequence. I personally like the warehouse sequence because I personally like DP and staging.

They kinda did that in the 'Arkham' video game series with the Joker and Scarecrow as the main villains and Batman facing off with many other secondary villains throughout the game and with Geoff saying we are finally getting the Bat Family in the movies it makes sense to have multiple villains and Batman can go up against the main villain while the others face the secondary villains.
