Off the top of my head...
Iceman - A fun loving, lively, energetic youth who embraces his powers without fear of what others may think of him and is action-ready in the comic books. Is in the movies however portrayed as a serious and bland youngster who pretty much just follows orders and doesn't seem eager to speak up unless he really has to.
Cyclops - A complex, tough as nails leader who Wolverine even respects his authority but is pretty much just "there" in the movies and part of a love triangle with Jean and Logan - who the filmmakers emphasize as having more chemistry together than Jean and Scott.
Emma Frost - Well it looked like they could've done a lot more with her after the way things were established in First Class but they killed her off off-screen in Days of Future Past so talk about wasted potential there.
Rogue - Enough said. Even Anna Paquin agrees the movie version she played in no way lived up to an inkling of what the character is supposed to be.
Colossus - Didn't even become a character till Deadpool where he actually had more than two lines of dialog.
Spyke - Only recognizable because of, well, his spikes.
Toad - If not his ability to extend his tongue I would not recognize who he was in any of the films he appeared in.
Jubilee - Need I say more?
Juggernaut - Made into a punchline.
Storm - Not even having an Academy-Award winning actress could make her stand out as a character much, that's telling.
Shadowcat - Became shoved aside for Wolverine even in the adaptation of her own story in Days of Future Past.

Only Jubilee is wasted because shes not given any lines.
Cyclops and Storm are at worst, underused but each get their own arc in the first 2 films.
Iceman, Rogue and the rest are fine for the adaptation we got, without having solo films.

And its a shame too, because they got the right actor for Cyclops and Halle Berry could've done with Storm what Jackman did with Wolverine but the material never presented itself and the filmmakers didn't care enough. Both Cyclops and Storm are great characters who have amazing history and have legions of fans - but if you ask them the movies didn't do them any favors and judging as movies themselves they no way leave a very big impression. Neither Rogue, Iceman, or the rest left any serious impression outside of VFX use. They were totally wasted and most of them were their characters in-name-only. Compare Bobby in the comics to the Bobby we see in the movies - its a night and day difference almost. Like comparing Sokka from Avatar: The Last Airbender to to his live-action counterpart in Shyamalan's adaptation The Last Airbender.

Cyclops was pretty much there to further along another person's arc. And Storm was just there being a mouth piece.

I pretty much agree with your whole list.
I HATED the film versions of Rogue. All I wanted was for the X-Men Animated Series type of Rogue and never once did I get that. I'm still waiting and hoping that the character gets recast and we get that version of Rogue for Gambit movies. I wasn't a fan of Paquin in the role at all.
Cyclops really got shafted and while I never cared for the character until more recently I really felt bad for his fans. For what that role did in the films it literally could have been played by any actor. Marsden was given nothing to do.
Emma Frost I felt mostly was just poorly cast. January Jones was SO boring in the role it was tiresome. She was like Sophie Turner's Jean Grey before well, Sophie Turner's Jean Grey. Both were awful and I find them both to be bad actresses. Would love to see them try her again in the future when they hopefully reboot this crap.
Iceman I agree with you but I will say I did get legit excited when he had that scene in Last Stand where he went full ice mode. I had been waiting for that since the first film so I was very happy to have finally gotten it. Hated his forced relationship with Rogue and then a triangle with Kitty. None of it felt natural to me.
Kitty was also just kind of there. So many times in these movies it seemed like Singer would just put in characters that were either popular or he thought there powers looked cool but never really had an idea of what to have them do or give them really an arch of any kind. While Ellen Page is a good actress I didn't really buy into her as Kitty either.

Every adaptation of DOFP doesn’t have Kitty as the time traveler. It’s a very replaceable role. This was the first time Kitty was involved in the time travel.

This is my problem with the X-Men. I like the movies well enough. But movies are not comic books and most of these characters are just boring in movies. Maybe it's the writing maybe not. I really don't want to watch Storm make the wind blow or Cyclops shoot lasers for 2 hours.

Bishop : killed by the "energy" blast of 3 sentinels ... Really? Those energy blast would make him stronger, either sending the energy back stronger or transforming to another energy, or increasing his physical stats ... but no, he's a guy making his gun glow red
Sunspot : only using fire powers, hmmm ... so okay after 25 years he's using some very limited fire powers and flying over short distance, but he's mainly a very strong guy with totally black skin

All of them. Save for Magneto, Wolverine, and Stryker of course who are in every scene of the movies whether they need to be or not.
Cyclops has probably been the absolute worst. He's the leader of the X-Men and he constantly gets shafted for the Singer Three.
