If the Empire didn't want the plans to the Death Star to be stolen, why did they leave it on a planet where it could be stolen?
Why not leave it on the Death Star itself, or better yet, on Coruscant, in the gnarly, knotted hands of the Emperor himself?
That would have been a far more daring, adventurous, and challenging movie than Rogue One -- having to infiltrate Coruscant and steal the Death Star plans right out of the Emperor's hands.
