The EMO killer himself... Strength, Speed, Reflexes, Endurance, Strategy, multi-weapon and demolitions expertise, Languages, climbing, tracking, sabotage, IT systems, etc. Barnes ticks off a lot of boxes. He has skills that not even Cap has or chooses to use regularly. He held his ground against the Panther and only Spider-Man truly owned him in combat.

I'm not sure about powers and skills, but I think Bucky Barnes/The Winter Soldier has the most character development throughout the MCU. In The First Avenger, he was the typical masculine American soldier that Steve Rogers wanted to be. Then, he is brainwashed into becoming an assassin for several decades. At the end of The Winter Soldier, he is slowly regaining his memory and identity as Bucky. Throughout Civil War, he is constantly in the balance between his two identities. It'll be interesting to see what fate lies in for Bucky since Sebastian Stan still has a lot of films left on his contract.

Dude carries a grappler around. I know he didn't have that on him just in case he encountered a paratrooper in an experimental suit - although it did come in handy for that. It's a real thing soldiers have to do.

Bucky is a good choice. Another one would be Quake. Even before she was a SHIELD agent she was already considered one of the best hackers around. Then due to her SHIELD training she's now highly efficient in weapons and vehicle usage, and her h2h skill is high enough that she can regularly outfight foes of superior physical stats like Krees and LMDs. She doesn't quite have the strength or durability of Bucky but her quake powers are way more destructive and even allows her to leap great distances.

I was very close to choosing the Winter Soldier but Cap's strong leadership , fearlessness & overall strength give him the edge (for example, the scene where he is hanging onto the helicopter in Civil War was so badass) . (plus I'm a bit of a biased Cap fanboy lol)

Powers: His powers/skill set are at best the same as Captain America. And the metal arm hasn't been shown as being some great advantage except that it can ripped off without him dying from it.
Character: in First Avenger he was almost irrelevant except for the fact that you knew he was going to come back in the future, and in the Winter Soldier and Civil War he was the same guy, brooding and monosyllabic.
I'd like to see what he's like in A:IW, but from what we've seen so far, he's at best C-list. So far...

Thor basically has super strength, weather manipulation, and flight capabilities. He may also be able to use his hammer defensively if he spins it fast enough. How is that well rounded? He's as powerful as fuck but, well rounded?

I'd like to see what he's like in A:IW, but from what we've seen so far, he's at best C-list. So far... Barnes' arm can and has been used as both a battering ram and a shield. It pivots 360 degrees at the shoulder joint, that would come in extremely handy if he were trapped in an awkward or tight space. He used his arm to effectively resist being knocked flat on his ass by one of Nat's stinger disks in WS. He nearly crushed the housing on Iron man's arch reactor. The man punched through the roof of a car and surgically removed its steering wheel while the vehicle was in motion. Thor can't kill me from a mile away with a sniper rifle. Thor can't blend into a crowd or be inconspicuous (as Ragnarok proved). Thor is a blunt instrument of incredible, devastating power but, he's not subtle, focused or fast in his application of violence. Therefore, he is not "well rounded."

To be fair, Thor is super strong, durable, has the best AOE attacks, has the longest attack range other than IM, has the biggest damage output, can fly, is fast enough to easily block laser fire with his hammer that Cap had trouble blocking with his shield, has some pretty high h2h skill, has probably the best melee weapons skill among the Avengers, and he has all the knowledge of his advanced race, able to talk about Rosenbridges and stuff. Plus he has a buttload of fight experience and apparently is a decent pilot.
