Were they ever mentioned outside The Phantom Menace? Do you think they'll ever bring them up in the new films?

Yes and no. The concept was conceived in 1977 by Lucas. But only mentioned in TPM and then in Sith when Palps narrates that Darth Plagueis could manipulate the Midi-Chlorians to create life - thus implying that fatherless child Anakin was created this way by the Sith. It's the prequels' subtle "I am your father" revelation moment. Outside of that they were just used as plot device to measure Force sensitivity in TPM. They were also essential in the EU and Clone Wars show as they were described as the bridge between the concepts of the Living Force and the Cosmic Force. - Midi-chlorians are not in the sequels because of the fan backlash against the concept: many fans still somehow believe that the midi-chlorians are the Force itself and not just intermediaries. starwars.wikia.com/wiki/Midi-chlorian
