No. It’s a commentary on racism, homophobia, xenophobia, sexism, and many things wrong in America. Del Toro makes a point about how the 60s aren’t that different to America of today.

Hollywood has always shown sympathy for the Other but it is combined with disdain for the home society. The home is bad, tradition is bad, foreign is good. Bestiality is consistent with the message since it reflects the increasing Talmudic mindset which is so hard to miss these days. Are you suggesting the main character was a lost member of it's species? It was my understanding that Amphibian Man simply turned her scars into gills, and they weren't gills beforehand, but I would love to be wrong.

Del Toro places enough potential evidence out there that it's a short jump to say that Elisa was not exactly human. The end is the icing on the cake but theres all those little tidbits thrown in that suggest she could be something else.
