Bjork, but it's close between her and Kate. Both are magnificent artists, but I think Bjork's discography is a shade stronger; hard to beat her first four. Tori is Kate Bush for those who can't get into Kate's eccentricities. Good but not great, and she's sucked for almost two decades now. PJ Harvey is really good. I just recently went through her discography and loved the variety and artistic daring, but I also came away thinking she was better at cultivating a "sound" for each project rather than consistently writing great songs; but the overall quality was consistently high, with To Bring You My Love, White Chalk, and Let England Shake being standouts.
So:
1. Bjork 2. Kate Bush
3. PJ Harvey
4. Tori Amos

Love approximately half of Tori Amos's catalog, and it's the first half. Love Bjork. Only really like Rid of Me by PJ

More than Aerial and Hounds of Love? I like 50 Words... too, but I think it's definitely behind those two. I think the title track and Wild Man are rather weak, but the rest of the album is excellent.

I don't know any of their songs. I don't even know if PJ Harvey is a man or woman. I'm most familiar with Bjork because she's supposed to sing those weird songs that are hard to fit in any genre. I need to expand my musical horizon.

I'd recommend starting with these albums: Bjork - Post Kate Bush - Hounds of Love PJ Harvey - To Bring You My Love Tori Amos - Little Earthquakes These aren't necessarily my favorites, but probably the most accessible from each.
