Pretty much. They should have left her in Sokovia. There’s nothing against Tony gifting her money so she is secure in Sokovia but bringing her to the States shows an obvious disregard for the law. |

Technically it was Ultron that smuggled her into the US IIRC. After that she was probably given refugee status or more probably a working visa if she was working for the Avengers. Then again, Thor worked for the Avengers and I doubt he cared about any such thing as a visa. |

Geez guys it's a comic book. There are much crazier things going on in these stories than not complying with government bureaucracy.

Aliens are not human and therefore come under quarantine laws. |
