A character from the main show appears in the spin-off, but not as a guest star (the credits listed Lennie James as a regular). The episode is pretty much dedicated to him, not to the characters from the spin-off that we've already seen. Those characters don't even appear until the very end. The character that's crossing over interacts instead with new characters. We see other characters from the main show, but they only interact with the character that's crossing over. Actually, this episode was written like spin-off pilots usually are, not like a crossover. We even get the "Yeah, I used to live/work in [blank] but I left because [blank]" speech. Did they write a MORGAN spin-off but decided to place him in F.T.W.D. instead at the last minute?
Bottom line: I don't think this was an actual crossover. You?

It is an actual crossover. Both take place in the same universe and Morgan is not going to be a regular on Fear.

Then why was he listed as one?

Morgan is a regular cast member for this season at least, whether he will stay, return to TWD or be killed off remains to be seen.
