I remember making a thread on why I can’t stand Harley Quinn back in early 2017, but now that we’re apparently getting a BoP movie with her in it, I figured this question was worth asking now. Why did her character ever catch on? Why did she become so popular that not only did she become a character in the comics, but is also one of DC’s biggest cash cows?
I genuinely cannot fathom why anyone who isn’t going through growth hormones would like her character in any incarnation. Not only do I find her voice and her personality to be insufferable, but she’s also an incredibly pointless character with a stupid backstory that reduces the Joker into a one-dimensional Ted Bundy style bad guy. She’s a complete detriment to the Joker, and an all-around worthless character who only exists because the creators of B:TAS needed someone to move a cake (and probably because they didn’t want people thinking the Joker is gay). I’d even go so far as to say that she’s the single worst thing to ever happen to DC. What is so great about her? She’s not compelling, or funny or cute. She’s just obnoxious and detrimental to any story she’s in. Plus, if you’re a feminist, her entire purpose should be considered to be as sexist as they come.

I liked her character in the Batman: TAS and also the Arkham games because she had great chemistry with The Joker.
Aside from that I've never been bothered with the character and I find her a bit annoying. She was fine in Suicide Squad but I've seen a few animated movies with her in it, Batman and Harley Quinn, Suicide Squad Hell to Pay and then another one and I found her annoying in those.
She can get old a bit quick and her skill set makes her kinda useless. She swings acrobatic and swings a bat...that's it.

She’s crazy. In most versions that aren’t the horrendous Suicide Squad, she’s a battered woman. Joker doesn’t love her but she’s besotted by him. He frequently hits her. It’s a morbidly dark character portrait. She’s the ultimate lower class psychopath skank, and also dangerous.

She reminds me of an ex girlfriend. Also, there are too few female rogue characters, and she is a interesting one next to Catwoman.

I think she got a lot of sympathizers because of how Joker treated her. But without that angle, I doubt most people would find her alluring. She's an annoying, crazy little bi... er, lady.

However the fact that there are times when Joker does show concern and is in need for Harley is what a lot of people find to be very compelling about their relationship and especially in his characterization. Typically Joker is presented as a sociopath who has very little care of who he puts in harms way no matter how "close" they are, but that Harley is one of the very few he has shown legitimate care for does say that there is a bit more to him than being uber-violent, theatrical, and maniacal. Joker is feared by virtually everyone, but Harley not only loves him but also respects him, which in turn is probably why he likes her company - no one else will show him the same appreciation, he didn't ask for it but he got it and still had it no matter how many times they have seemingly "broke up".

I'd say a good reason why people like Harley is because she can be effective as both a villain and an (anti)hero, and a bonus is that for her to work in either department you don't really need to change her characterization for it to work - which is very different for a plethora of other characters, not just DC but pretty much any visual storytelling medium. And as either she is "likeable" because of her whacky personality and loyalty to others.
