Personally, I believe it depends on individual tastes.
While I do like CK, especially for its superb B&W photography, there are other movies that I like better, e. g. GWTW, BEN HUR, SINGIN' IN THE RAIN, WUTHERING HEIGHTS, and others.
I wonder who conducted the poll that CK is the greatest film of all time. And who was polled.
BTW, I think that CK has the longest Wiki page of any movie.

One has to put it in the category of "greatest films" but it is impossible to say what is the greatest movie ever made.

Great question and it's a question I had raised on old IMDB as well. I am not well qualified to answer the op but I believe that CK is not the greatest movie in terms of storyline and entertainment value as it can't compare to movies such as GWTW or Casablanca. I think however that many cinephiles and film experts have argued that CK is possibly the first complete movie because of the high quality of editing and cinematography. Earlier movies didn't pay attention to each and every minor details whereas by doing that CK set a new standard. The movie has exerted a lot of cultural influence and because of that it is definitely a candidate for being considered the greatest movie ever made. That said not all the polls and rankings have given the no.1 spot to Citizen Kane. Directors’ top 100 poll conducted by British Film Institute for example ranked Tokyo Story as the greatest film ever made. I personally believe that either Sansho Dayu or Ugetsu Monogatari should be called the greatest movie ever made.

Very interesting, OldAussie. I see that VERTIGO has replaced CITIZEN KANE as #1. I'm pleased that two of my favorites--SINGIN' IN THE RAIN and METROPOLIS--are included, but I'm disappointed that two others--GWTW and BEN HUR--were not.

It's a very important film like Birth of a Nation before it, but like that, I don't care much for it.

Nope. These sorts of things are politically motivated and pretentious. For thousands of years the greatest works of literature in any country were some kind of fantasy.
Giglamesh The Iliad The Odyssey Dante Milton Swift
But you get to the 20th century and suddenly it is all slice of life. A truly representational list that factors in public reaction would have a King Kong and Godzilla and some other fantasy themes in content. And at the end of the day, it is the public that decides what is art, not critics. This is how it has always been with art (before the 20th C).

Surprising that you didn't mention Shakespeare in your list. Many of his comedies are in the realm of fantasy, such as "A Midsummer Night's Dream" and "The Tempest".

I did initially - I had "Hamlet (has ghosts)" but then I was trying to make it unified with names so I took it off to rewrite it as Shakespeare, then I forgot about it.

One has to put it in the category of "greatest films" but it is impossible to say what is the greatest movie ever made. That is correct. CK is, indeed, an exceptional film as well as being one of the most influential in film history. It certainly ranks high among great films so, if it is essential that one title be named as "greatest," Citizen Kane is a decent choice, I certainly wouldn't argue it - even though the same could be said for other movies.

"Macbeth" also has a ghost, as well as three witches. As does "Richard III" (referring to ghosts).

I've only Casablanca ahead of Kane.
CK is such a technical tour de force, combined with rich story & storytelling, it's peerless.

I typically love most classic film but I just couldn't enjoy this one. On a technical level it's superb, but the story just doesn't do much for me.
I'm glad Vertigo supplanted this film on the S&S list.

...the cinematic innovation and camera angles made CK a groundbreaking and iconic film. The best ever? Not a chance. There is no such thing as the "best ever" film. It is all individually subjective.

I doubt I'd put it in the top 30 films of 1941 even.
