The best current comedian in the world is Scotland's Kevin Bridges.
British stand up comedy is actually in really good health at the moment. There are loads doing well. Stewart Lee is probably a bit of an acquired taste but for my money he is one of the top, top guys. Even if you look at the broad, commercially successful comedians, the comedians who are made for the lowest common denominator. people like Michael McIntyre are a big upgrade on his predecessors like Lee Evans and Lenny Henry.
George Carlin is the most consistent comedian, but he wasn't really "laugh your ass off funny" he was more "yeah that's an interesting theory George, tell us more about that".
Chris Rock did the best one off show of all time, 'Bring the Pain', but his other stuff isn't as strong.
And the best Irish comedian is Dara O'Briain, he isn't just the guy who presents stuff for the BBC, his stand up is actually really, really good! Definitely check him out if you haven't heard his stand up before.

Richard Pryor.
No one before or since has even come close to his brilliance. Pryor is the only comedian who can be called an artist. He spoke of our human condition in the way Shakespeare or Scorsese does....only Pryor did it with "jokes." I can recall so many routines that commented so strongly on our society, but he did it while making us laugh our asses off. I remember a throw-away line of his stating that when a disease hits the ghetto, no one cares; but when it hits the white community it now becomes "an epidemic!" (And he did that line before AIDS.) Pryor was so aware of American society and he had a brilliant way of making us aware. An artist.
