No.
that movie is clearly overrated as I think people like to overpraise it because it's almost like those "film buffs" are required to praise it because everyone else acts like it's the best thing since sliced bread from the old days and if you don't praise it they frown on you like you don't know what your talking about and the like.
but I could not care less about any stuff a movie may have done that's ahead of it's time or broke new ground and the like if it fails in the most important area which is... movies need to be entertaining to a higher degree to stand out from the pack and how many people like it THAT much in this regard? ; I am willing to bet this movie is not nearly as liked as it's made out to be based on that key aspect and there are plenty of movies out there in general that the general public likes more (Citizen Kane is #73 in the Top 250 currently and I am willing to bet most people could probably find well over 73 movies they like more etc). NOTE: because while what movies are good and what's not is subjective, I think if we are going to come up with some sort of general system for judging movies it should be based more around wide public opinion etc as it's the best all around way to judge whether a movie is good or not even though each person is free to like or dislike it.
because when I bottom line movies... the most interesting/enjoyable/entertaining movies are far superior to ones that lack in that key area as I kind of assume most people, if not the vast majority, rate movies based on how interesting that movie is to the viewer which generally comes back to some sort of feeling/emotional response it gives the viewer. the more a movie pulls that off in a positive way the higher the score and the less it does it the lower the score as judging movies any other way don't make much sense. the hell with that overpraising a movie because it might have been ahead of it's time and the like type of crap which is worthless if the movie fails to stand out in that key area which is enjoyment. so while strictly from a more historical standpoint it's fine to give a movie credit if it broke new ground or was ahead of it's time and the like, but to praise it on that stuff alone makes no sense to me as it still needs to stand out in comparison to all movies out there otherwise it's not really that great at the end of the day.
NOTE: when I say 'boring' I mean exactly that in that my interest in the movie is pretty much shot to the point I just can't continue to watch it and waste my time on it any further. for measure... out of the 2,250+ total movies I have seen only about a maximum of 160 movies or so were so boring to the point I could not finish watching them which is about 7.1% tops of everything I have seen which comes out to an average of about 1 out of every 14 movies I have seen. because it seems there are some people out there who loosely use the word 'boring' on movies and they don't actually mean that word and might still score the movie around average. because to me while movies are ultimately broke into two categories for me... Thumbs Up(will re-watch) vs Thumbs Down(won't re-watch) and I would understand that if someone says 'boring' in reference to a movie, even if they don't mean that in a more strict sense like I do, I get that they generally don't like the movie overall but there are varying degree's of Thumbs Down status for me which are... Average(5/10)/Below Average(4/10)/Failure(3/10)/Boring(2/10)/Greatly Dislike(1/10). so if someone say something like, 'Movie A was somewhat boring at times(and the like)'... in a case like that it might still be something in the 3-4/10 range (but a 5/10 would not be out of the question. although generally speaking anything that hits even semi-boring status for a decent portion of a movie is not likely to score above a 4/10 for me) etc. I am sure you get the gist

That's exactly my general point above when you respond with a simple answer like that
sure, I realize some people might genuinely like the movie a lot, and for these people it's fine if they praise it, but I have a feeling some people who score that movie high are just 'going-with-the-flow' because they are "supposed" to like it. anyone who does that I would lose respect for their opinions on movies as I ALWAYS give my honest opinion on a movie regardless if I am in the majority or minority opinion on a movie. so all I ask of people is be honest about how you truly feel about any random movie that comes up be it Citizen Kane or something else.

p.s. for the record... I have not rated Citizen Kane as I have only seen about the first 20 minutes of it sometime prior to Dec 27th 2011. but based on what I did see, if it did not noticeably improve within the next 20 minutes or so beyond that (i.e by around the 40 minute mark in the movie) there is a reasonable chance I would have turned it off and called it boring and then my usual 2/10 score is given out which I consider boring to be the worst crime a movie can commit even though, technically, I can go lower but to get worse than boring is difficult to do as I actually have to dislike a movie quite a bit to reach that status. hell, let me put it this way... I have seen 2,250+ total movies and only around 548 movies tops that get a Thumbs Up which is like 25% TOPS of everything I have seen simply because the vast majority of movies have no re-watch value as whether I want to re-watch a movie or not ultimately determines it's Thumbs Up or Thumbs Down status for me as that makes the most sense as movies that are worth re-watching are ultimately good and those that are not are pretty much 'just-another-movie' sort of thing (basically forgettable). playing the odds... Citizen Kane will be apart of the Thumbs Down group for me had I seen a bit more of it as I am fairly confident that I would not score it above a 5/10 (average/Thumbs Down) and I would be very surprised if I scored it any higher than a 6/10(a mild Thumbs Up). I can make that claim with confidence as I know myself pretty well on this stuff and then it's just a fact that about 75% of ALL movies I have seen are ultimately a Thumbs Down simply because I won't bother re-watching them and like I always say a movies re-watch factor is what ultimately makes or breaks a movie in the long term.

In my opinion, no.
It is not a film that I enjoy watching
