I think so. For example, some of the great directors during the days of the Soviet Union and the east European communist block, when films were hard to see, say 'Citizen Kane' became their study bible. They'd view it again and again in film classes, like Nelson Mandela and his fellow inmates rereading the complete works of Shakespeare in prison. Some of these directors helped instigate their own "new wave" cinemas, inspired by the French, making films that challenged the system. Some of their films were banned, some directors were forced into exile and others were blacklisted, but they fought to change the directions of their nations. 'Citizen Kane' was perhaps their greatest collective inspiration in regards to American cinema.

It does have some technical innovations although it was propped up due to political considerations since the film was seen as an attack on Hearst who was an actual American-born right-wing newspaper owner in a time when they were being taken over by internationalists. He turned against FDR which was a big sin. Beyond an obvious age-old message about the limits of money and power, it is about the failure of a powerful American white man (especially in relationships with women) which would become a common theme in the decades to come. Vertigo has started to surpass it in some critics lists and it is also about a successful white man in controlling relationships with women (and with a Herrmann score).

Absolutely. I think labeling it as "The best film ever made" or whatever is foolish though, as it's literally impossible for any film to objectively hold that distinction.

The OP really needs to be more specific as to which Kane reputation is being polled. (imo)
Kane has many "reputations" depending on who is writing / talking about it and they range from BEST MOVIE EVER to MOST OVER-RATED MOVIE EVER and everything in between.

As a great, original, influential film that tells a compelling story in an innovative and stylish way - yes
Greatest of all time - debatable, and debatable as to whether it still has this reputation (Vertigo, Bicycle Thief and Tokyo Story are others who've claimed the mantle) but a worthy contender

It's in my Top 50. I'm not interested in the technical stuff as I am with how Orson attacked power, and how it was his first movie, still being 26 years of age. And as he said, "I started on the top and worked my way down"

Prestigious as misnomer is the real flaw regarding CK.
Citizen Kane is a technical tour de force with excellent acting & storytelling. That it appears on lists of all kinds ends up making it seem prestigious, when in fact it's just a f'n masterpiece without needing its hype & chatter.
It's my #3 all time.
