I agree Tywin engineered Ned Stark and Robert's demise, he'd paid for the Realm and he was damn well going to get his money's worth. At her end Olenna wondered aloud why Tywin didn't march on Highgarden the moment he knew the mines were playing out, the answer is he had his eye on a bigger prize--the Realm itself. Not necessarily through direct control but by having the most influence with the horses to back any play should the time come.
In the last episode Cersei pays a compliment to Ned and she certainly wasn't pleased when Joffrey executed him. The free market only works in an environment where there is an assurance that contracts will be honored and works better when those rules are fair--otherwise your market isn't free but perverted. Barriers to entry is one very simple way unfair rules can distort the market.
