She could be. Any of them could be. An unchecked Captain Marvel? I imagine it's like an unchecked Superman, or really anybody whose dedication to the greater good might depend on what side of the bed they woke up that morning.
For my money, they don't grapple with that decision enough. Being on the side of good is a choice. Even when it's an unassailable virtue, like for Steve Rogers, it's not impossible for them to succumb to mind control. The MCU world has no idea how lucky they were in The Avengers that it was only Hawkeye under Loki's control.
I mean he's a dangerous man, but he ain't Captain Marvel dangerous.

He was also a fugitive acting outside the law when he fought for the fate of the Earth in Wakanda.

The serum Rogers took enabled his outer strength to match his inner strength. He took the initiative in the army, knowing that he was acting out of protocol, and saved hundreds of lives in one fell swoop. The writing was on the wall since he jumped on the dummy grenade in training; Rogers has what it takes to be a Captain. Rogers proved himself to be the best person for the job. Is it politically incorrect? Maybe a little, but maybe it's more politically incorrect to hold back the right person for the job because what's right isn't always fair. His fellow officers accepted Rogers as their captain. Rogers wasn't an accessory to any of Bucky's assassinations. They all occurred when Rogers was frozen. Rogers wasn't exactly holding Bucky's beer when he killed Stark's parents. Rogers walks a line between fighting for the truth and aiding and abetting an accused criminal, but he knows Bucky's been brainwashed. Rogers towed a line helping Bucky evade capture, but he knows a) orders are to shoot on sight, and b) Bucky was never proven to be responsible for the attack. Combine the two and you have a situation where an alleged terrorist is ordered to be killed without trial. "Alleged" being the operative word. Rogers was on the wrong side of the law by helping Bucky, but as a World War II veteran, Rogers understands the state can be on both sides of good and evil. It's more than a platitude for Rogers; it was his life once. The most legally binding case against Rogers is he acted outside the law. So did Jean Vel Jean when he stole a loaf of bread to feed a starving family; so did Robin Hood when he robbed the rich to feed the poor; so did Rosa Parks when she refused to give up her seat on the bus. Being on the right side of history doesn't necessarily mean being on the right side of the law.

Rogers knew the grenade was a fake. He jumped on it just to make himself look good. And Rogers taking a super-PED is no different than Julian PEDelman ceating by taking PEDs. In both cases, Rogers and PEDelman were too lazy to put in the hard work like everyone else did so they took a shortcut by taking PEDs.

Rogers knew the grenade was a fake. He jumped on it just to make himself look good. And Rogers taking a super-PED is no different than Julian PEDelman ceating by taking PEDs. He knew the grenade was fake, but still asks Tommy Lee Jones "Is this a test?" Makes perfect sense.
