Most of the MCU villains (minus Thanos of course, he was great).
Seriously, I gave Dr Strange a re watch not too long ago and whoever the bad guy was in it was so forgettable, I can't remember his motives at all.

Christopher Lee was the only lively thing about Attack of the Clones. He was just more charismatic than everyone else. Ian McDiarmid was the only other one with any kind of oomph. Ewan MacGregor was grouchy. Anyway The computer nerd bad guy in Die Hard 4. They really lost the formula with him. He was so boring. The bald arab whatever terrorist guy in Iron Man The bald arab whatever guy in Robin Hood the Ridley Scott version.Evil bald guys have come down a long way from Telly Savalas. Um...Mark Strong is not an Arab and the character is not an Arab in the movie.

I like about half the MCU villains, but the villain in Dr. Strange is one of the worst.

Adrian Veidt - Ozymandias... Watchmen. I don't mind him being rather cardboard because that's his unflinching persona, but he is.
Several 007 villains, unfortunately. Maybe they have more value upon first viewing... then they're tropes &/or forgettable.

Bennett in Commando, he doesn't ever feel like a threat to Arnold. Bennett with his Freddie Mercury look was hilarious. Bennett, boring? The guy completely steals the entire show, in every scene and not even in the ones we do see him, but still hear the sounds of his "chainmail vest", which is more than enough for me to crack up. A bad guy who manages to deliver some of the most hilarious facial expressions and one-liners I could ever think of, and yet also come with super-powers unlike any other, such as survive being blown up or electrocuted, and in return, only gets stronger by it. That is surely not someone I would ever consider of being boring or dull, for even a second. If anything, he is the complete opposite of 99,9 % of generic bad guys in action movies, as they just do not make Bennett's any longer. But then again, there is really only one Captain Bennett, and that is the one and only Vernon Wells. Speaking of how he does not look or feel like a threat? Just because he might look out of shape or chubby, and not muscular, does not mean he is a puny weakling, that is of no match against someone like Arnold. Who, according to himself during a documentary or behind the scenes clip from one of my many Commando DVD/Blu-ray versions, seems to talk very highly of Vernon, as being strong as an ox, and while he usually were the "kindest" guy around, but the very moment he stepped into the whole Bennett character, all the friendly tone was all gone, and it went so far, that Arnold actually said he tried to stay the hell away from his australian co-star during the rest of filming, as he just went into a complete different man, and it was a pretty damn scary sight to behold. Also, he completely disses John Matrix (Arnie) throughout the entire run, kidnaps his beloved daughter, even holds a huge knife to her throat while the hero lies helpless to watch on, and then later on we get to learn that while Matrix wipes the floor with pretty much everyone, Bennett does all his work for free, and because he is not only crazy but smart as well, and Matrix with all his own super human powers, struggles to win over this absolute psycho, and it is not just muscle that does it either, but psychological warfare along with a certain "random" steampipe, just lying around for one day to come in handy. I love bad guy actors like Vernon, who seems to put everything into their roles, no matter how big or small they might be. I just wished more bad guy actors would follow his example. He might look campy, but Bennett turns into some kind of possessed demon towards the end, I mean some of the faces he makes, damn, that is both funny and kind of scary at the same time. "John I feel Good, Just Like Old Times!"

The Freddie Mercury look is ridiculous and not in a good way.
