The villains from The Living Daylights. Brad Whitaker and that Russian guy? Yeah they were dumb. The giant henchman was kind of cool though.

Dr. Totenkopf in Sky Captain and the World of Tomorrow Bennett in Commando, he doesn't ever feel like a threat to Arnold.

Jack Travis from Lethal Weapon 3. I think he is a very weak villain. He is a weak villain from a writing standpoint, but I really like Stuart Wilson's performance.

Speaking of Thomas Gabriel, the killers in Scream 2 kinda derail the movie for me. Both are basically just doing impressions of other movie killers.
Every MCU villain (sans TWS) up until Phase 3. Hot take, I'm including Loki in that, who was vaguely interesting in Thor 1 and then just generic in The Avengers. He didn't really grow on me until he became a comic relief anti-whatever.
Count Dooku. Sandwiched between a martial arts tattoo demon and Darth Fucking Vader is a stiff senior citizen with a crooked penis lightsaber and vague motives.

Depends on the movie too. Someone above mentioned the villain in Thor: The Dark World and he is 3 for 3. Not remotely interesting from a writing standpoint, he looks like he walked off the set of a Star Trek sequel and his performance is completely generic.

Poppy Adams is one of the only aspects of the movie I even like. I agree with all your other choices though, especially the ones in your first response. I thought Moore was just wasted. Especially after seeing her play a solid enough love-to-hate villain like Alma Coin in the Hunger Game movies.

She is wasted, but the reason this bothers me is because when she is given stuff to do she is awesome and the the movie sidelines her character for all this other dumb crap.

I always found him overrated. I am not saying the villains in Scream 2 are anywhere near the same quality as the villains in Scream, but I think they are effective for what they are. That explains why I like Count Dooku a lot more than you. Christopher Lee has one of the most effortlessly menacing screen presences of any actor in the history of film for me. I could watch him read the most boring book imaginable and I would enjoy it immensely. That is a bit of hyperbole obviously, but I think you get my point.

Christopher Lee was the only lively thing about Attack of the Clones. He was just more charismatic than everyone else. Ian McDiarmid was the only other one with any kind of oomph. Ewan MacGregor was grouchy.
Anyway
The computer nerd bad guy in Die Hard 4. They really lost the formula with him. He was so boring.
The bald arab whatever terrorist guy in Iron Man
The bald arab whatever guy in Robin Hood the Ridley Scott version.
Evil bald guys have come down a long way from Telly Savalas.
