Yes, they are wrong. And Finn had an arc in TLJ. Maybe you should go back and watch the film. I have, his storyline beginning from TFA to TROS is a letdown. And on TLJ he was pretty much comic relief who was dragged along by Rose Tico, who wasn't anything more than a two face concept of a character who Rian Johnson couldn't decide if she were to fangirl over Finn or be some kind of Joan of Arc archetype. I think the problem with Finn's "arc" is it isn't an arc, he just jumps to different mentalities based on single conversations with Rose, and what he previously wanted stops mattering to him, he wants to find Rey and keep her safe initially which carries through to why he goes to Canto Bight, there Rose tells him this beautiful place is paid for by the blood money for supplying the First Order, that's all it takes for Finn to go into lets fuck these bitches up mode, where he and Rose cause mindless destruction which ultimately wont do a damn thing to these people, but it does 100% jeopardise their mission, there by risking the lives of the entire Resistance as well as Rey's safety later on. This is the problem imo with TLJ all throughout it has the same issues, the bare bones of a good story are there but thats all, there is no meat on those bones however, it's like ok we gotr to our destination but how did we get there and where do we go from here? eh fuck it who cares Finn now want's to hurt people not just run, Kylo is now the leader not the underling, ignore the fact Finn just gets to that point after a single half true accusation by Rose, or that Kylo becomes the big bad only to be made to look like a chump for the rest of the movie there by nerfing his bad ass bonus points.

Here's Finn's heroic reintroduction in TLJ for anyone who's forgotten it (48 seconds in):- This was particularly sad - a very short snippet of this appeared in the trailer thus making like Finn would have a cool bacta tank scene. But no. He bangs his head off the tank lid then falls over! Another great piece of expectation subversion by the grand master Rian Johnson... The comedy in those scenes is so bad that not even canned laughter can persuade you to laugh at it.

people say the Finn character was not great in TFA either, but i think John being a Star Wars fan was thrilled to act alongside Han Solo , so he is less harsh on that movie

You need to go back and watch the film because you have the film analysis skills that of a 6 year old. In TLJ, Finn selfishly goes off and attempts to find his friend completing disregarding the crew who saved him in the first film. After his protests and cowardice, he partners with Rose and they bond, learning about the importance of unity and also sees the bigger picture of the galaxy: the politics and the struggle. Eventually he sees the error of his ways and in doing by the end of the film grows as both a person and a soldier. This is all communicated effectively in the scenes so that even a child could understand.
