Then name a better MCU villain? Loki, Vulture, Ego, Stane, Pierce. Off the top of my head. all pretty badly written, all had artificial boosters by being played by famous, great actors and/or having famous origins - did't even know who Stane or Pierce is until I looked it up.
I know the lowly, lowbrow MCU-fan has no idea what or who LOKI is! Shame! If you deem the Emo-MCU version with daddy issues good, then you should see the mythological, wily trickster, who contributed so beautifully to the Twilight of the Gods...
He's mother (yes) of Sleipnir, Odin’s shamanic horse, whom Loki gave birth to. And he is father of Jormungand, the great serpent who slays THOR during Ragnarok; and Fenrir, the wolf who bites off one of the hands of Tyr and who kills ODIN during Ragnarok. Thats just teh beginning of his infamous resumee.
I bet MCU will add to this by making a giant raccoon turd out of that mythology again, and then piss it in jokey little appetizers for MCU nitwits to devour. Shame!

If you're expecting the villain to be the star of the show while the heroes are bit players. Like in DC or X-Men. As for GOTG2, I prefer that nice comment Drax made about real love transcending physical beauty. If you prefer turds, that's up to you. And if DC can do to Greek mythology what they did in WW, then MCU can do what it wants with Norse Mythology. Fair's fair after all.

I actually like Man of Steel. I know that is an unpopular opinion, but it is leaps and bounds better than BvS or SS. Zod was a cool villain. Loki is easily comparable. I feel like Marvel missed the boat with Ultron. He seriously could have been the best villain to date. He had the look and voice. Something about him was off though and he never really felt menacing. I know you said we cannot include them, but the Netflix Marvel Universe trumps them all in villains.

The comic books that the movies are based on are only loosely inspired by the actual Norse myths, some of the characters may have religious roots but they are at the end of the day Marvel branded characters, the same way DC has its own versions of the Greek/Roman gods in their media, like Wonder Woman.

It was the power of an infinity stone that defeated Ronan, not dancing. Which makes him far more formidable than most DC villains. And yes, if the villain gets the Lion's Share of screentime then that means the Hero is little more than a cipher who exists purely to oppose the villain instead of being a character in their own right. The DC way. As opposed to the Hero being able to carry the story on their own by being interesting enough and having internal conflict with others on his/her own side to make up the story.

Zod started out interesting, but by the time he got to Earth he was just another cookie-cutter bad guy who wanted to blow up the world. Loki is probably the best of the MCU/DCEU movie villains. Unpredictable, charismatic ... and well played by Tom Hiddleston.
Some of the other Marvel villains may be lack-luster, but none are as truly dreadful as the Jesse Eisenberg Lex Luthor. That one takes the cake for all eternity.

The Mandarin IM3 wasn't the villain. The character was an actor with a substance-abuse problem. You missed that?
The Oscar winning actor, Ben Kingsley, did a fine job portraying a drug addled pawn who had no idea what he was into. He won a Saturn award for it.
On the flip side, Jesse Eisenberg won a Golden Raspberry Award for Worst Supporting Actor of the year.
So, you're wrong. Again. On numerous counts. ... Again.
