Development began in 1996 and languished in development hell for nearly 20 years. Clearly, the studio had very little confidence in a big budget female led superhero movie.
Why did they finally pull the trigger in 2015?
Marvel officially announced their plans for a Captain Marvel movie in 2014.
Coincidence?
It’s about as “coincidental” as all the plot similarities to Captain American: The First Avenger.

Spider-man began development in 1985? I think around then. Took 17 years before it actually came out though.

Probably because of how films like Catwoman and Elektra been received in the past. There was a belief that they couldn't be successful and no one wanted a CBM with a female lead.
The 2017 Wonder Woman movie obviously proved them wrong.
Here's hoping that all female CBM films do well!

Marvel saw it and than changed their plans for their big anouncement (check yt for the videos) and added Cap Marvel last minute. Thats how DC works not Marvel and you know it. #teamcolden

Even the current WW film had problems with the lead actress that required some careful maneuvering:
Most scenes with the protagonist in them are "Gadot speaks a very simple line, followed by actor X going on and on, Gadot gets another rote line in, followed by more exposition from another actor." You've got Trevor hamming it up, Etta hamming it up, those poor Amazons forced to use Gadot's accent, Ares' monologuing, Hippolyta narrating the opening and giving all the early exposition, even the Multiethnic Sidekick Squad is very chatty in trying to fill up time so Gadot doesn't have to talk. Gadot is reduced to walking about, occasionally flatly delivering a single line of response while everyone else carefully explains what's happening. Then when action scenes happen she's either a video game character or a stuntwoman.
Gal Gadot is actually doing very, very little acting in the Wonder Woman movie, it's a great illusion of a performance.

Coincidence? Unlikely. MCU hates female superheroes, which is why MCU hasn't made a female-led superhero movie for a decade. And MCU would've never made a Captain Marvel movie or any other female-led movie if WB hadn't announced a Wonder Woman movie first.

I've created many presentations slide decks for work and I've made updates to the slides as late as half an hour before the scheduled presentation. Its very easy to add a slide into a presentation and doesn't take very long at all. You can even have the new slide use the same format as all the other slides so nobody can tell that the new slide was added at the last minute.

So it's just as likely that MCU added a Captain Marvel movie to their announcement after WB announced a Wonder Woman movie. Like I said before, it's very easy to add another slide to a presentation deck and doesn't take long at all and the new slide can even use the same format as all the other slides and even the slide numbers automatically get updated so nobody can tell that the new slide was added at the last minute.

[MCU changed Cap 3 to Cap v IM after WB announced BvS. That's revisionist history. Nope, they'd wanted to do it for years but Perlmutter wouldn't let them. Whereas WW never would've been made if not for the MCU.

Warner Bros finally pulled the trigger (commited themselves to actual filming) after it became clear that Marvel intended to make a superhero movie with a female lead. Hell, A Cyborg movie was also “announced” along with Wonder Woman. Does anyone really believe a Cyborg movie is a lock to happen?
