So the "wrong hands" had inside information, without which they would have never known. It was hardly "left all alone". By that logic, Howard Stark is in the same boat except he told NO one until spies found out about his stuff. Nope. Tony Stark was actually selling actual WMDs. Wayne never created one. Something he created for another purpose got stolen and turned into one. Nice try.

Bruce didn't, he just gave someone else the means to make one.

Yep. And instead of keeping it near him where he could guard it, it was left all alone where it easily fell into the wrong hands. Again overlooking crucial details. Actually, the biggest crucial detail is that it still fell into the wrong hands. It was left alone. I don't recall any guards. But I will concede it's been a while since I watched The Dark Knight Rises. Maybe there was a guy named Cliff keeping an eye on it.
