He attempted one in some scenes, but perhaps not for the majority of them. I remember reading that he and the director were at odds over whether he should attempt one or not. It ended up with alternating scenes with and without an attempt at an English accent. Costner used his American accent throughout. The discussion with the director was prior to the film being shot. Apparently Costner initially wanted to attempt an English accent and even hired a dialect coach but he was so poor at learning it that he agreed with Reynolds he wouldn't even attempt one shooting the film. It was a wise decision. There would have been nothing more distracting than Costner with a dodgy accent.

I have read this version of events as well, but more versions actually have him attempting the accent for some shooting before dropping it. This is consistent with my memory of the actual finished edit.

"Some American actors should just never try playing Brits, and especially not legendary heroes like Robin Hood. Kevin Costner's accent came and went throughout the film (though it mostly "went"). You keep hoping Alan Rickman (with his authentic British accent) as the Sheriff of Nottingham would just kill him and put us out of our misery. The only good thing is that Costner made Christian Slater's accent sound good by comparison…well, almost." 10 worst accents

Gene Hackman in A Bridge Too Far. I'm from Buffalo and heard a trillion Polish accents. Hackman's wasn't very good.

Robin Hood Another bone of contention was whether Costner should use an accent. Reynolds objected to his even trying to master one, along with script changes, swordplay and the rough physicality of choreographed action scenes. "I felt that we would have a United Nations movie of accents," says Costner. "That was a problem for a lot of people and it became a big problem for me because you have to have competent people behind you. Granted, I was not that great at doing it with one day`s practice.
