1. Hands were meant to stay above the waist held together under the chin for prayer.
2. Hands were meant to hold down choir boys and virginal pre-pubescent girls whilst Catholic priests raped and buggered them.

If the prophets limit sexual gratification to intercourse, it presents a higher probability of offspring; offspring that the prophets can use to perpetuate their control. It's the same reason that homosexuality and other kinky sex are "prohibited".

The only time I can see an issue with it is if someone is using masturbation as a means to gratify him or herself and ignoring a partner's desires. If it's a way to avoid connecting with your spouse that's a problem.
But I do suppose it was the control aspect that made it promoted as a sin.

“So I say, walk by the Spirit, and you will not gratify the desires of the flesh. For the flesh desires what is contrary to the Spirit, and the Spirit what is contrary to the flesh. They are in conflict with each other, so that you are not to do whatever you want. But if you are led by the Spirit, you are not under the law. The acts of the flesh are obvious: sexual immorality, impurity and debauchery; idolatry and witchcraft; hatred, discord, jealousy, fits of rage, selfish ambition, dissensions, factions and envy; drunkenness, orgies, and the like. I warn you, as I did before, that those who live like this will not inherit the kingdom of God.” Galatians 5:16-21

Lists some things that admittedly could have negative side effects in society...ie the "invention" isn't the list...for the most part 2. Calls them sins against God...pretending that in addition to the reasonably concluded negative effects they might have on society, these behaviors are also sins against a God. 3. Presents the people with a "solution" that involves supporting the priesthood which, surprise surprise is comprised of people who are the specific representatives of said God. There's where the con job comes in. The priesthood serves their own selfish interests by convincing the people that they and they alone have the answer to the biggest problem they themselves created....ie that these things aren't just potentially bad for society, but are transgressions against a God and ignoring that could cost them their eternal life.

You quoted a verse that included a lot of things which might have adverse effects on society...debauchery and immorality, etc. At the end, it says those are transgressions against God. That's where the con job comes in....calling them transgressions against God pretending one KNOWS what might or might not be transgressions against a God AND pretending one knows the solution to prevent one from failing to inherit the kingdom of God.
