James Bond is probably greater. The series has been going since 1962 and it's just as popular as ever.
Things that kill other framchises, like time, change of a lead actor or bad movies, just seem to make James Bond stronger.

To the best movie of the MCU? Are we comparing the difficulty of making that movie as compared to making the entire MCU? Are we comparing the success of that movie compared to the entire MCU? Box Office?

Box Office? ok fair argument... Lets go with: 1) Overall popularity, 2) impact on overall culture and pop culture specifically, and has it 3) withstood the test of time. I honestly believe that movies I mentioned, single movie and franchise, have done all of the above.
But you can also choose to agree or dispute single entries. Scabab above chose to specify about the Bond franchise alone.

There's probably a few single movies that may have had a bigger impact on pop culture on cinema than the MCU and ones that will stand the test of time longer....Jaws for example became the first summer blockbuster and changed how movies were released for ever.
A single movie being more popular than the entire MCU though, I wouldn't have said so no. The most popular movie is Star Wars so that would be the only one you could even consider.

Why Godzilla of course but not just a single film but all his films including all tie-ins with the original series. There will be more to come with both the Monsterverse and whatever Toho plans to name the next Godzilla cinematic universe as.
It has the chance to be the very first one to have two cinematic universes going on at once if Godzilla vs Kong does well at the box office.

The James Bond franchise is definitely greater than MCU. Like Superman, Batman, and Wonder Woman (all of hwom have been around for over 75 years), James Bond has been around for over 50 years and is iconic. Like John Williams' Superman theme, the James Bond theme music is 1 of the most famous and recognized themes in Hollywood history. And the line "Bond. James Bond." is 1 of the most famous and well-known lines in Hollywood history and MCU doesn't have anything that even comes close to that. And the many famous Bond girls and hit ttile songs (such as Duran Duran's "A View to a Kill", Sheena Easton's "For Your Eyes Only", Shirley Bassey's "Goldfinger", Paul McCartney's "Live and Let Die", and many others).

The MCU’s “great cinematic achievement” is its amazing win streak. Where are we now ... around 20 movies? All winners, both critically and financially. No other series comes close.
Star Wars? LOL. Will we ever be able to wash out the foul stench of those prequels? I think not.
James Bond? Give me a break. Way too many movies where they were just phoning it in. Roger Moore, I’m looking at you.
Back to the Future? Are you freakin’ kidding? One great movie out of three. The other two were horrible.
Harry Potter? Close, but no cigar.
Of course there have been greater individual movies. MCU fans should be pleased that folks are trying to compare their superhero movies to the likes of The Godfather and Lawrence of Arabia ... but it’s really kinda silly. Please, stop embarrassing yourselves.
