True, because Harry Potter has consistently produced good movies. And with the Harry Potter flicks, they generally improved over time. Even Fantastic Beasts, despite not being quite up to par with the HP flicks, still was a good movie.
That said, the best of the Star Wars flicks are better than the HP/FB flicks. It's just that Star Wars has that blight of the prequels, the first two in particular.

Star Wars at its best is better than Harry Potter ever was, but as a whole....I'd have to say Harry Potter is the more consistent and concise franchise.
