No I'd say they always wanted to push Black Panther for Best Film. Avengers Infinity War will get pushed for Best Popular Film. No, Disney never wanted to push Black Panther for Best Picture. Because Disney knows that Black Panther has no chance of winning that category. I think On the Basis of Sex will be the favorite to win Best Picture. It's a biopic with historical cultural significance. Disney never intended to push Black Panther for Best Picture, which it had never had any chance of winning. That's why Disney bullied the Academy into creating the Most Popular Film category so Black Panther can get that award. So Disney is going to push Black Panther for Most Popular Film, which Black Panther will get because Disney bullied the Academy into creating that category just so Black Panther can get a non-technical Oscar.

I don't know about "deserves". Infinity War is definitely the bigger, more ambitious, and most likely the more difficult movie to make. But Black Panther has the social awareness and diversity angle, not to mention a stronger story and overall cultural significance.
Infinity War will be nominated in the Popular Movie category as well, but Black Panther will win.
I have very little doubt this will happen.
What popular movie category?
For picture, there is only Best Picture nominees from all arenas.

I find this absolutely ridiculous. How does one then determine from what is best and popular? Is a popular film popular today but not tomorrow? It is all subjective and they are just desperate to interject some new life into the proceedings. They only need keep the Best Picture Nominees at an absolute 10 and perhaps make the acting nominees 6 instead of 5. They already have a best animated film category and Toy Story 3 ended up on the best picture list too. I agree with you completely, as do a mass of other people. It absolutely is a desperate attempt to interject some new life into the proceedings. As you said theres already a best picture category with up to ten possible nominations. Surely one of those ten could be Black Panther and problem solved. Popular in this case means money making.

It would be hilarious if they choose to include 10 movies in the category and "The Meg" gets an Oscar nomination.

You might be right, BUT the academy has done WAAAAY stranger things than remove one picture from a list and replace it with another. In this case a very strong argument could be made that Black Panther deserves to be that one movie. BP and Infinity War are CLEARLY the most popular movies this year. Even you cant deny that.
I for one would much rather they just nominate a movie in a category that already exists, than to create a whole new bogus category for it that doesn't really mean anything.
On the other hand, what does popular really mean anyway? Most money making? Most liked? What?
If we were to go by most popular one could argue BP or one could argue Crazy Rich Asians! Or even Star Wars The Last Jedi, which has the most divided audience I've ever seen for a star wars movie. Popular could be interpreted MANY ways.
