On the TV show Person of Interest, each episode began with a narrative by Finch about the machine he built that detected threats to ordinary people whom "the government considered irrelevant. They wouldn't act so I decided I would".
In BvS, we saw Superman saving a little girl from a fire and the Flash stopping a grocery store robbery. In the JL trailers, we saw Wonder Woman come to the rescue when armed robbers take hostages.
But we've never seen the Avengers save ordinary people from a fire or stop a grocery store robbery or take down some hostage-takers. In fact, in SMH Tony Stark even points out to Peter Parker that helping the irrelevant people is below the Avengers' pay grade.
So the Avengers won't help anyone who can't afford to pay? If you're not in the highest tax bracket, the Avengers won't help you?

To be fair we don't know how exactly the entire Avengers organization (or whatever you call them) so who knows? Maybe there is a group that does? The main faction seem to take on major threats, including terroism, Nazi's, Alien Invaders and a killer robot.

There hasn't been another alien invasion in those 8 years (Thanos has just been sitting in his chair the whole time during those 8 years and Thanos' right-hand guy Ronan the Bib Bad Destroyer was defeated by a Dance-Off somewhere far far away from Earth. And there's only been 1 killer robot in those 8 years. So what have the Avengers been doing for those 8 years that they were too busy to help the "irrelevant" people, the people who are in lower tax brackets and can't afford to pay for the Avengers' services?

From what we've seen from the films is that the main line up deals with the major threats. So what do the others do? Maybe they deal with the issues for the "irrelevant people". It's not like that doesn't happen in the real world, so I don't see why it can't here. Now that I think of it, The Defenders would be a perfect candidate for it as well.

Because that's what firefighters, paramedics, and law enforcement are for. Ordinary crimes had been investigated and solved by ordinary human beings since the murders in the Rue Morgue. But when superheroes do it, then firefighters and law enforcement officers don't have to risk their lives doing it. When Superman save the little girl in the fire, no firefighters had to risk their lives. When the Flash stopped the grocery store robber, no law enforcement officers had to risk their lives. And when Wonder Woman takes down the armed robbers, no law enforcement officers had to risk their lives.
Is it because the Avengers are too scared to help? Or is it because the Avengers don't care about the "irrelevant" people in the lower tax brackets who can't afford to pay?

Iron Man helped hostages in the first film. Spider-Man stopped a bicycle thief in Homecoming. Stop acting like the Avengers are bunch of dicks who don't care about small crimes and won't help people. That's not the case.

I'm just going by what Tony Stark said in SMH. Stark said that helping the irrelevant people was below the Avengers' pay grade. So that means the Avengers won't help the irrelevant people in the lower tax brackets who can't afford to pay for the Avengers' services.

The Sokovia Accords makes it so that The Avengers handle situations which they are approved for by the government, if they act on their own they risk breaking what they signed under.
You would know if you paid attention to the movies, alas you do not.

Just let the guy ask his question without throwing insults at him ok? Those who are angry at him because he is "baiting" people aren't really any better when they actually bite into it and start throwing insults around.
Anyway, yeah I remember Iron Man saying something about it being under The Avengers pay grade but I think they were getting at the idea that The Avengers deal with Global problems, saving the world and millions at a time.
They're not street level heroes who go about catching purse snatchers. Not that they wouldn't but they clearly have bigger problems.

They are no different than say a spec ops team in the military, "below their paygrade" isn't a statement on what class of people thye are going to help but a euphemism to describe the threat level they tend to deal with.
Avengers take on high risk threats because they can handle those risks and remain relatively safe, using Avengers to stop street crime is like using C4 to help remodel a house, it's extreme overkill.
Also by not intervening in regular crimes it allows local and state police & governments to look competent, Daredevil showed how the idea of individuals better trained but outside the law taking things into their own hands and out of the polices can lead to elevated tension between the heroes and the police but also the police and the public, Avengers steer clear which means they do not undermine local law enforcement.
They also are relatively busy Ultron states that they had been taking out Hydra bases since Shield fell, prior to that Banner was working at Stark, Stark was suffering PTSD and dealing with IM3, Cap, Widow & Hawkeye were working for Shield and Thor was bringing peace to the 9 realms, since then Hulk & Thor have been off world, Stark has been retired and trying to use his resources to make up for Ultron, Cap, Widow, Falcon Vision & Wanda have been active as Avengers, War Machine is pulling double duty as an airforce officer and an Avenger and Hawkeye retired.
Also the thing about these types of characters is they can be divisive just look at the DCEU, Superman's desire to help brings him both adoration and fear, and peoples blind approach to whichever side they land on leads to major problems, would some appreciate these superheroes doing their jobs for them and save them the risk? sure they would but would some feel put out and undermined by it? absolutely they would, a lot of cops, firefighters, paramedics do the job because they want to help people, not because they like wearing a uniform and standing around with their hands in their pockets.

You also seemed to forget to mention all the "irrelevant" people killed in Superman's fight with Zod....but that's ok, he saved a little girl in the next film.
