They’re not spies, they’re some of Wakanda’s best scholars who participate in study abroad programs all over the world. Wakandan spies are a separate unit.

You need to be educated by the brightest minds and prestigious institutions in the world. Stark has access to modern day universities and literature research. Shuri lives in Wakanda, where they do not exchange information with the outside world. Who is teaching her biomechanics, organic chemistry, metellurgy to a level that most western students wouldnt even dream of possessing?

It is a statistical anomaly that occurs in a tiny fraction of the populous. Some people are born naturally intelligent. One account of Tony’s origin has him dropping out of MIT before completing his undergrad because the curriculum was too slow. He fabricated the first Iron Man on his own within a year of that.

Wakanda may have basic maths and engineering schools but to achieve a superhuman intellect like Shuri, without leaving Wakanda is absurd. Who says she never left Wakanda? In the comics both T’Challa and Shuri were partially educated in the West. How do you think they learned to speak fluent English, watching Back to the Future II on a continuous loop?
